Cities and regions in Europe have to face the effects of climate change. A large share of Europeans is living in cities, which are the motors of the economy and supply save and sheltered living conditions. Climate change affects the economic, social and environmental development of regions in Europe. Urban areas should adapt to climate change and simultaneously reduce the emission of green house gasses.

Climate change manifests mainly in a relatively fast global rise in temperature and more and heavier rainfall and wind. Already we are confronted with melting glaciers, rising sea level, large areas that get flooded more and more often, possibly also longer periods of draught and frost. This generates serious problems such as harbours confronted with long periods of frost, shortage of drinking and cooling water, health related problems, pollution issues. Few European cities have yet developed systematic policies and focused planning responses to the expected effects of climate change.
The Climate Proof Cities project aims to accelerate the development of appropriate strategies and policy instruments. It will establish a network that demonstrates how public authority partners in European regions can help each other in adapting urban areas to climate change, with the support of know how and tools developed by R&D partners.
Partners are European regional and local authorities, research institutions and public bodies focussing on stakeholder participation, business development, technology and information management. Lead partner is CURNET, an organisation facilitating Dutch programmes dealing with land use and climate change issues, such as Habiforum (Lead partner of Interreg IIIc project MILUnet).
The partnership will build up a body of expertise by jointly identifying and assessing effective regional policies and instruments. Organisations and persons with specific know how on the topic participate through an Innovation Board. CPC wants to contribute to a Europe wide attention for adaptation to climate change by organising bi-annual workshops in different regions in Europe with different climate circumstances.
Focus and knowledge development will have a thematic structure around three operational levels: the regional level, urban level and building level. This is complemented with an interactive communication strategy, for which the website is an important tool.
The partnership will deliver regional workshops, case study analysis, good practice development, decision support tools, policy improvement, an online database, thematic brochures, a disseminative workshop for young professionals, a practitioners guide, a film and a final conference.
The project will be linked with projects in developing countries. Results will be disseminated in the partners’ networks and within international networks, such as Energie-Cités, ICLEI, IFHP, Eurocities, Climate Alliance, the European Sustainable Cities and Towns Campaign and the Clinton Climate Initiative.
